In a move aimed at boosting local economic activity and sustainable development, the Ministry of Energy and Energy Industries (MEEI) has officially issued a Mining Licence and a Processing Licence to Studley Park Enterprise Limited (SPEL).
The official handover took place on Tuesday, October 13, 2026, during a visit to Tobago by the Prime Minister Kamla Persad-Bissessar S.C. The Prime Minister personally handed over the documents after presiding over the signing of both licences.
In a release on Monday, the Ministry of Energy, confirmed the issuing of the licence.

SPEL, which manages the Studley Park Quarry, is a wholly-owned entity of the Tobago House of Assembly (THA). The Ministry noted that the successful operation of the quarry under these new licences will directly support a Tobago-owned public enterprise, funneling returns back into the local economy.
The granting of these licences is expected to solidify the framework for the sustainable commercial development of Tobago’s mineral resources. According to the Ministry’s release, the island stands to benefit across several key sectors.

Primary benefits of the newly issued licences include:
Economic Growth and Job Creation: The initiative will support existing jobs while creating new employment opportunities, enabling further investment, and increasing production.
Infrastructure Support: It will lead to an improved availability of essential construction materials on the island.
Export Potential: The move opens up the potential for regional exports, paving the way for valuable foreign exchange earnings.
Local Business Opportunities: Tobago-based suppliers are expected to see a surge in business opportunities in various support sectors, including haulage, maintenance, logistics, welding, security, catering, and cleaning.
